Community Development

Community Development has the responsibility for planning and growth in order to maintain and improve the safety and overall quality of life in Lower Moreland Township.  The department plays a role in maintaining neighborhoods, encouraging existing business expansion and attracting new business development. 
Community Development administers the Subdivision and Land Development Ordinances, reviews plans, and various development applications and works closely with the Planning Commission on long rage planning goals for Lower Moreland Township.

Community Development applications may consist of a Land Development, a Minor Subdivision, a Major Subdivision, a Sketch Plan, a Preliminary Plan, a Final Plan, a Zoning Amendment, a Map Amendment, a Curative Amendment and a Conditional Use.

  • Sketch Plans are schematic and rough drawings of what is proposed. This begins discussions between the developer and the Township for options on the plan.
  • Minor Subdivision Plans are when one lot is being divided into two, or a lot is changing its boundaries, also called a lot line change.
  • Preliminary Land Development or Subdivision Plan is a preliminary submission with more details than a Sketch Plan.  This plan is circulated to Township Consultants for review and then the applicant presents before the Planning Commission for discussion and a recommendation to the Board of Commissioners.  The plan will appear before the Board of Commissioners for review for preliminary plan approval.
  • Final Land Development or Subdivision Plan – Final changes are made after the Preliminary Land Development or Subdivision Plan is approved. All outstanding necessary approvals from other agencies are received. The plan must receive a recommendation from the Planning Commission. It then goes for review by the Lower Moreland Township Board of Commissioners at their work session meeting. Finally the plan goes before the Lower Moreland Township Board of Commissioners at their regular business meeting for final approval.
  • Conditional Use is specifically set forth in the Zoning Ordinance. When the township receives an application for Conditional Use, a public hearing before the Board of Commissioners is scheduled. A hearing notice is placed in a local newspaper and surrounding property owners are notified of the hearing date and time.
  • Zoning Amendment is a change to the text in the zoning ordinance.  A revised ordinance is written and must be reviewed by the Planning Commission and receive a recommendation to the Board of Commissioners.  A text amendment must be advertised and a Hearing must be held by the Board of Commissioners.
  • Map Amendment is a change to the zoning map.  A map amendment must be advertised and a Hearing must be held by the Board of Commissioners.
